  • WISE4.0: Made-in-Europe, Secure, Resilient, Efficient Open-Source Computing Infrastructure for Web 4.0

Web 4.0—driven by decentralisation, intelligent automation, immersive experiences, and context-aware services—will reshape most application domains including healthcare, energy, mobility, education, and media. It demands infrastructures with real-time responsiveness, trust, data integrity, and distributed intelligence.

WISE4 will deliver a novel open-source hardware platform with supporting software libraries and middleware that goes well beyond current Web 4.0 infrastructures. Built on open instruction sets, open hardware IPs, and open software components, it provides a transparent, verifiable, and adaptable reference platform meeting the highest standards of performance, security, reliability, and sustainability. At its core is fully open hardware, ensuring auditability, collaborative innovation, industrial adoption, and European technological sovereignty.

Europe must overcome five critical barriers in order to be a pioneer in Web4.0:

  1. Develop and validate European open HW IPs (CPUs/GPUs) to reach industrial-grade TRLs.
  2. Deliver energy-efficient distributed intelligence for low-latency AI.
  3. Ensure trust and sovereignty by moving beyond closed proprietary systems.
  4. Guarantee resilience and data integrity with cost-effective fault-tolerance.
  5. Embed proactive, hardware-rooted AI threat detection.

Today, Europe remains dependent on non-EU solutions and fragmented ecosystems. WISE4 closes this gap with an open-source
